The term “Further Education” embraces education and training which occurs after second-level schooling but which is not part of the third level system. The Department of Education and Science provides for programmes such as
• Post Leaving Certificate courses, • The Vocational Training Opportunities Scheme for the unemployed
• Youthreach for early school leavers
• Senior Traveller Training Centre programmes for young and adult Travellers who have left school early
• The Back To Education Initiative which was introduced in the 2002/3 school-year and which provides for an expansion of flexible part time options across Further Education so that adults can combine a return to learning with work and family responsibilities.
• adult literacy and community education; and
• Self-funded part -time adult programmes in second-level schools.
A distinctive feature of further education generally is its diversity and breadth of provision, and its linkages with other services, such as employment, training, area partnership, welfare, youth, school, juvenile liaison, justice and community and voluntary sector interests. Further education programmes are delivered locally by the Vocational Education Committees and by second level schools. Programmes at Further level are also provided through other Government Departments by a range of training agencies such as FÁS, Fáilte Ireland and TEAGASC, and by community organisations. National certification is provided by the Further Education and Training Awards Council, and programmes can also be offered leading to awards under the Junior or Leaving Certificates
